First off, this info is current as of 11/10/09. Eppley is a quaint medium hub airport. It has three runways: 14L/32R, 14R/32L, and 18/36. 18/36 is only used on rare instances where there is a strong northeast or southwest wind. Most airliners can be seen landing on 14R/32L and bizjets/GA can be seen generally using 14L/32R since its closest to the FBOs.
Official Spotting Locations
Parking Garage - I would recommend going up on the 5th floor. This spot is only good in the afternoon time for photos, when the sun is in the west. You could go up on the 6th floor but the tower would have a very clear view of you and your time up there might be cut short. The cops might try to move you along if you're caught. I've spoken to many people from the airport authority and they have no problem with people taking pictures up there but for some reason the cops think they do. Here are some views from the garage:
Other Spotting Locations
There is a new location I've been experimenting with. It is at this location here. I have only been here a few times. It's great for landing on 14R in the afternoon. Here's the only photo I have from there thus far: UA 737 Landing.
Locations to Avoid
I do not guarantee that any of these spots won't get you kicked out. None of the spots have signs saying you cannot be there so legally you're good. But the police might still pull the private property card out on you and ask you to leave. If they do, please comply and do not argue, you'll only make more trouble for the rest of us.
